Honestly depends on the girl! You do not want 12 years old, runs with a unabrow! But mostly I think 15ish unless set as an eyeliner, darker around the face or whatever. But again depends on the girl, not until I am 19 years. But until then I do not think that we really need .... But my sister was 15, but it was much more girlie then me. It is also necessary so that they know where the boundaries are (hair color, makeup, things like that)
